Need more information on the homeowners in trouble

A news story mentioned Troy Courtney (http://www.floridarealtors.org/NewsAndEvents/n1-111208.cfm) and the trouble he had with his two mortgage loans. I understand his example is included to put a human face on the story and then generate sympathy for those in trouble, but it fails to give any background on him. Time and time again, reporters mention somebody who is behind on their loans, only to later reveal why they are behind.

Perhaps Mr. Courtney took a second loan out on his home to travel/build a pool/buy a car or boat with the expectation that his home would continue the absurd increase in value. Would he be considered a victim if this was the case? I would think not.
